  "abstract" : [ "In der Verantwortung Friedrich Halstenbergs gewannen in den 1960/70er Jahren Landesentwicklungspolitik für Nordrhein-Westfalen und Entwicklung des Ruhrgebiets herausragende Bedeutung. Halstenberg verband dabei räumliche und fiskalische Planung, eine Problematik, die ihn bis an sein Lebensende beschäftigte. Wissenschaftlich fundiert wurde Halstenberg zum einflussreichsten Raumordner in der BRD. Ehemalige Mitarbeiter, ältere und jüngere Wissenschaftler, drei für die Landesplanung in NRW verantwortliche Minister setzen sich mit den Leistungen Halstenbergs kritisch auseinander. Für die weitere räumliche Entwicklung in Deutschland über NRW hinaus sind diese Erkenntnisse unverzichtbar." ],
