Stufe der gesetzlichen Pflegeversicherung war die Hoffnung verbunden, daß die Pflegebedürftigen in stationären Altenpflegeeinrichtungen, die bislang auf Sozialhilfeunterstützung angewiesen waren, aus dem Sozialhilfebezug 'herausfallen' und die Sozialhilfeträger finanziell entlastet werden sollten. Mittels prozeßproduzierter Individualdaten des überörtlichen Sozialhilfeträgers wird geprüft, inwieweit dieses Doppelziel des Pflege-Versicherungsgesetzes und des Landespflegegesetzes Nordrhein-Westfalen im Rheinland realisiert werden und auf welche Ursachen Erfolge und Mißerfolge zurückgeführt werden können.Im Ergebnis zeigt sich, daß nur rund eine Drittel der bisherigen Sozialhilfeempfänger durch die Regelungen des Pflege-Versicherungsgesetzes und des Landespflegegesetzes aus dem Sozialhilfebezug herausgelöst werden konnten, während die entsprechenden Sozialhilfeausgaben gleichzeitig um mehr als zwei Drittel zurückgegangen sind." ],
