  "abstract" : [ "Abstract: Regionale Handlungsräume zwischen Staat und Kommunen gibt es schon lange, sie führten jedoch in Nordrhein-Westfalen bis vor kurzem ein Nischendasein. Seit einigen Jahren erleben wir aber eine fast sprunghafte Entwicklung mit einer Vielzahl neuer regionaler Kooperationen in unterschiedlichen Themenbereichen und mit unterschiedlichen Zielsetzungen. Diese reichen von auf ein bestimmtes Problem oder Ziel bezogenen Formen der interkommunalen Zusammenarbeit (z.B. Regionale Einzelhandelskonzepte) über integrierte Handlungsansätze (z.B. die REGIONALEN) bis hin zu institutionellen Innovationen (z.B. Regionaler Flächennutzungsplan oder StädteRegion Aachen). Die Entwicklung verläuft sehr dynamisch und hat insbesondere im Ruhrgebiet eine Qualität erreicht, die noch vor wenigen Jahren undenkbar erschien. Vor diesem Hintergrund hat die Landesarbeitsgemeinschaft Nordrhein-Westfalen der ARL eine Arbeitsgruppe \"Neue Regionalisierungsansätze in Nordrhein-Westfalen\" eingerichtet." ],
