  "abstract" : [ "Abstract: \"Die Landesregierung Nordrhein-Westfalen beabsichtigt, zum Wintersemester 2004/05 Studienkonten einzuführen. Diese sollen mit der Einführung von Gebühren verbunden werden, sofern diese Konten verbraucht sind. Jedes Studienkonto soll durchschnittlich 200 Semesterwochenstunden (SWS) enthalten; dies entspricht ungefähr dem 1,25-fachen des für die Studiengänge erforderlichen Studienvolumens. Die genaue Ausstattung der Konten soll sich dabei an der Studien- und Prüfungsordnung des jeweiligen Studienganges orientieren. Sind diese Studienkonten bzw. SWS verbraucht, sollen die Studierenden (Langzeit-)Gebühren zahlen. Eingeführt werden sollen diese Langzeitgebühren allerdings bereits ab dem Sommersemester 2003. Begründet wird dieser Schritt damit, dass die Gesellschaft die Kosten eines Studiums nicht für eine beliebig lange Zeit übernehmen könne. Ferner sei ein zeitlich unbegrenztes Studium ohne Eigenbeteiligung auf Kosten des Steuerzahlers weder hochschulpolitisch länger vertretbar, noch finanzpolitisch zu rechtfertigen." ],
