  "abstract" : [ "Abstract: \"Gegenstand des vorliegenden Beitrags ist der aktuelle Landesverfassungsgerichtsstreit zwischen der Landes- und Kommunalebene um die Ausgestaltung des kommunalen Finanzausgleichssystems in Nordrhein-Westfalen. Im Mittelpunkt der Analyse stand die von den Kommunen als unzureichend kritisierte Erfassung bestehender Soziallasten ebenso wie die zwischen Gemeinde- und Kreisebene sich ergebenden fiskalischen Neutralisierungseffekte insbesondere mit Blick auf jene Kommunen, die durch hohe Sozialausgaben gekennzeichnet sind. Ziel des Beitrags war es, institutionelle Lösung zur Überwindung der bestehenden Konfliktsituation aufzuzeigen. Zu diesem Zweck wurde in einem ersten Schritt der Ansatz einer institutionenorientierten Wirtschafts- und Finanzpolitik vorgestellt, welcher unter anderen durch eine strikte Status-quo-Orientierung, die Berücksichtigung von sozialen Dilemma-Situationen und institutionellen Pfadabhängigkeiten sowie die Ableitung von aus Sicht der Konfliktparteien potenziell zu" ],
