  "abstract" : [ "ger: Mit dem Staat als zentralem Objektbereich hat die Politische Geographie bis heute eine Integration der kommunalpolitischen Ebene weitgehend vernachlässigt. Neben konflikttheoretischen Ansätzen und marxistisch orientierten Analysen zu lokalen Autonomien im angelsächsischen Raum konzentriert sich die Auseinandersetzung mit kommunalem Verwaltungshandeln und Entscheidungsprozessen kommunal orientierter politischer Akteure auf deren Einordnung in den systemtheoretischen Politikansatz. Dessen Mehrdimensionalität eröffnet einen sehr allgemeinen Zugang zu kommunalpolitischen Themenbereichen im politisch-geographischen Kontext. Ziel der Arbeit ist es, am Beispiel der Strategie- und Konzeptentwicklung in der kommunalen Wirtschaftsförderung im Ruhrgebiet, Raumbindungen und Raumwirksamkeit kommunalpolitischen Verwaltungshandelns anzudeuten. Damit soll auch ein Beitrag zur Integration der kommunalpolitischen Ebene in die politisch-geographische Konzeptentwicklung geleistet werden. Der Analyse liegt mit dem Ruhrgebiet ein altindustrialisierter Verdichtungsraum zugrunde, dessen arbeitsmarktwirksamen strukturellen Anpassungsprozesse mögliche kommunale gewerbepolitische Problemlösungsstrategien besonders stimulieren. Über traditionelle, bloß Ziele und Instrumenteneinsatz beschreibende Analysen kommunaler Wirtschaftsförderung hinausgehend, werden strategische Aspekte der Politikentwicklung identifiziert und im Kontext wirtschaftsräumlicher Einflußfaktoren beschrieben.", "ger: Die vergleichende Analyse von Zieldefinitionen, Instrumenteneinsatz und politikfeldbezogenen Konzeptionen mittels Befragung der Wirtschaftsförderungsdienststellen sowie auf Strategieentwicklung bezogener Dokumentauswertung erlaubt eine räumliche Typisierung von Wirtschaftsförderungskonzeptionen im Ruhrgebiet. Dabei werden insbesondere strukturpolitische Strategieentwicklung, Zielgruppenwahl, technologiepolitische Ansätze sowie Beschäftigungsförderung diskutiert. Ein weiteres Ergebnis ist die Ermittlung von Diffusionsprozessen und Konkurrenzstrukturen in der gewerbepolitischen Strategieentwicklung. In diesem Zusammenhang werden auch staatliche Steuerungsversuche mittels der regionalpolitischen Programmierung deutlich, die Qualität und Absicherung der kommunalen Selbstverwaltung berühren. Dabei werden die Rolle von Staatstätigkeit und wirtschaftsräumlichen Einflußfaktoren auf die Strategieentwicklung kommunalen gewerbepolitischen Verwaltungshandelns angesprochen. Es eröffnen sich hier Ansätze zu einer Föderalismusdiskussion. Die Arbeit bietet letztendlich auch einen methodischen Ansatz zur strategieorientierten Analyse kommunalen Verwaltungshandelns im politisch-geographischen Kontext an." ],
