  "abstract" : [ "Abstract: Kommunen sehen sich bereits kurzfristig mit Verrentungswellen und spiegelbildlich einem hohen Nachbesetzungsbedarf konfrontiert. Diese Entwicklungen fallen in eine Zeit wachsender gesellschaftlicher Ansprüche, schrumpfender Arbeitsmärkte und \"on top\" bestehender Krisen. Obgleich diese Herausforderungen bekannt sind, finden sie in Wissenschaft und Praxis nur wenig Beachtung. Der vorliegende Beitrag vertieft erstmals über ein Mixed-Methods-Design die Trends und Einflussfaktoren der Alterung. Empirische Grundlage ist eine Sonderauswertung der amtlichen Personalstatistik für alle Gemeinden Nordrhein-Westfalens im Vergleich der Jahre 2004 und 2014. Sichtbar wird ein enormer Anstieg des Anteils älterer Beschäftigter ab 55 Jahre. Die Heterogenität zwischen den Gemeinden nimmt im Vergleich der Jahre zu. Eine gesunde Altersstruktur ist 2014 in kaum einer Gemeinde Nordrhein-Westfalens mehr gegeben. Die statistische Analyse ergab, dass die Alterung des Gemeindepersonals durch Stellenabbau verstärkt wird." ],
