  "abstract" : [ "Die Organisation und Rolle der Freien Wohlfahrtspflege ist ein zentrales, aber in der empirischen Forschung oftmals wenig betrachtetes Element des deutschen Sozialstaats. Zwischen historisch gewachsener Subsidiarität, staatlicher Aufgabenübertragung und bürokratischen Steuerungslogiken bilden die freien Träger ein hybrides Geflecht aus Gemeinnützigkeit, professioneller Sozialarbeit und politischer Interessenvertretung. Besonders im Spannungsfeld von traditioneller Verwaltungsorganisation und marktlich orientierten Steuerungsmechanismen - wie sie durch das Neue Steuerungsmodell in die deutsche Sozialverwaltung eingeführt wurden - stellt sich die Frage nach der konkreten Funktionsweise und Selbstorganisation dieser Akteure mit neuer Dringlichkeit. Die vorliegende explorative Fallstudie untersucht exemplarisch die Landesarbeitsgemeinschaft der Freien Wohlfahrtspflege Nordrhein-Westfalen (LAGFW NRW) und leistet damit einen deskriptiven Beitrag zur empirischen Fundierung eines hochrelevanten, aber bislang kaum erforschten Themenfeldes. Gerade in einer Zeit, in der Gemeinnützigkeit zunehmend in Konkurrenz zu Formen des Social Entrepreneurships tritt, kann die bessere Kenntnis über die innere Organisation etablierter sozialer Akteure eine wichtige Grundlage für zukünftige Forschung und politische Entscheidungsprozesse bilden. Die hier gewonnene Perspektive eröffnet vielfältige Anschlussmöglichkeiten - etwa zur vergleichenden Analyse organisationaler Steuerungslogiken, zur Evaluierung der Wirksamkeit gemeinwohlorientierter Strukturen oder zur Neubewertung der Rolle der Spitzenverbände in einem sich wandelnden Sozialstaat." ],
