  "abstract" : [ "ger: Die Ausdehnung der Siedlungs- und Verkehrsflächen führt häufig zu einer irreversiblen Inanspruchnahme von Freiraum und landwirtschaftlichen Nutzflächen, Zerstörung des natürlichen Bodens und zum Verlust unzerschnittener Kulturlandschaftsräume. Die Entwicklung verdrängt die landwirtschaftliche Produktion, wirkt sich nachteilig auf Biotop-, Landschafts- und Naturschutz aus, verringert Naherholungs-, Ruhe- und klimatische Regenerationsbereiche und trägt damit auch zum Klimawandel bei. Der sparsame Umgang mit Flächen sowie deren effektive und effiziente Nutzung gehören daher zu den zentralen Nachhaltigkeitszielen. Die Möglichkeiten, dieses Ziel zu unterstützen, werden indessen bislang bei der Umsetzung flächenbeanspruchender Maßnahmen und Vorhaben noch nicht ausgeschöpft. Insbesondere besteht vielfach keine Kenntnis der diesbezüglichen Steuerungsmöglichkeiten durch Bodenordnung, die deshalb nicht genutzt werden. Die vorliegende Untersuchung analysiert die Bodenordnungsverfahren und Instrumente nach dem FlurbG im Hinblick auf deren Möglichkeiten, zum \"Nachhaltigkeitsziel Fläche\" beizutragen. Es werden die Beiträge des Instrumentariums der ländlichen Bodenordnung dargestellt, wie auch flächenintensive Vorhaben aus den Bereichen Infrastruktur, Siedlung, Naturschutz, Gewässerrenaturierung mit erheblichen Nutzungskonkurrenzen und -konflikten im Vollzug räumlicher Planungen realisiert und zugleich die qualitativen Beeinträchtigungen der Agrarstruktur und die quantitative Inanspruchnahme wertvoller landwirtschaftlicher Flächen minimiert werden können. Angesichts der Begrenztheit der Ressource Fläche schlägt die Studie ein Modell für eine effiziente Flächennutzung und eine Operationalisierung als einen wesentlichen Nachhaltigkeitsansatz vor. The development pushes agricultural production aside, has detrimental effects on biotopes, landscape and nature conservation, reduces recreational and climatic regeneration capacities of rural areas and thus contributes to climate change. The economical use of land as well as their effective and efficient use are therefore one of the key sustainability objectives. The possibilities to support this goal however are not yet exhausted so far in the implementation of land consuming measures and projects. In particular, there is still little awareness of the corresponding control possibilities by land consolidation that are not used efficiency. This research study analyzes the present land consolidation instruments and procedures according to the Flurbereinigungsgesetz (FlurbG) regarding their possibilities to contribute to the “sustainability target land”.
