  "abstract" : [ "ger: Seit Mitte der 1990er Jahre werden in den kommunalen Verwaltungen in Deutschland Maßnahmen zur Verwaltungsmodernisierung entwickelt. Kennzahlen nehmen dabei als Instrument der Steuerungsunterstützung eine Schlüsselfunktion ein. Das Thema der Untersuchung ist die Nutzung von Kennzahlen in den kommunalen Vermessungs- und Katasterämtern in Nordrhein-Westfalen. Das Ziel war es, bestehende Systeme zu analysieren, Defizite aufzudecken und darauf aufbauend ein neues, optimiertes Kennzahlenmanagement zu entwickeln. Dazu wurden die bestehenden Kennzahlenansätze von sechs Vermessungs- und Katasterämtern sowie die vermessungsbezogenen Kennzahlensysteme der Bezirksregierungen, der Kommunalen Stelle für Verwaltungsmanagement (KGSt) und der Gemeindeprüfungsanstalt NRW (GPA NRW) untersucht. Als Vergleich wurde darüber hinaus das Kennzahlenmanagement der staatlichen Vermessungs- und Katasterverwaltung in Niedersachsen hinzugezogen. Die Analyse der Praxisbeispiele zeigt, dass Prozessveränderungen und Innovationen häufig erst durch interkommunale Vergleiche ausgelöst werden. Es bedarf also eines regelmäßigen landesweiten Vergleichs zwischen den Vermessungs- und Katasterämtern in NRW. Darüber hinaus kann festgehalten werden, dass sich die Bemühungen zu stark auf die Entwicklung des Kennzahlensets konzentrieren. Kennzahlenmanagement kann nur dann zu Effizienz und Effektivitätssteigerungen führen, wenn Kennzahlen geplant, ausgewertet, kommentiert, berichtet und in Zielvereinbarungen genutzt werden. Aufbauend auf diesen Erkenntnissen wurde ein Kennzahlenmanagement auf zwei Ebenen entwickelt. Im Kennzahlenmanagement der Ebene I werden jährlich landesweit einheitliche Kennzahlen erhoben, die sich aus den Jahresberichtskennzahlen und hoch aggregierten Effizienzkennzahlen zusammensetzen.", "eng: The topic of the research project is the utilisation of Key Performance Indicators in municipal offices of land-registry and surveying in North Rhine Westphalia (NRW). The aim of the investigation is to analyse existing systems, to reveal deficits and on this basis to build up the development of a new, optimised KPI-management. For this purpose, the existing KPI-concepts of six offices of land-registry and surveying in NRW and three intermunicipal KPI-concepts in the state of NRW were analysed. Furthermore, the management by KPIs of the governmental administration of land-registry and surveying in Lower Saxony were examined. The analysis of the existing KPI-concepts has revealed that process changes and innovations are often only triggered by intermunicipal comparisons. This means that a regular statewide comparison between the offices of land-registry and surveying in NRW is necessary. Moreover, it may be noted that efforts are concentrated too intensively on the development of the indicator set. Management by KPIs can only lead to an increased efficiency and effectiveness if KPIs are planned, evaluated, commented, reported and used in the target agreements. Therefore the utilisation of KPIs in management processes such as planning, controlling, reporting and the conclusion of target agreements should be intensified in the offices of land-registry and surveying. The second aim of the examination was the development of a new KPI-concept in which the existing deficits are eliminated. To achieve this, a KPI-concept on two levels was developed. In the KPI-concept of Level I, uniform KPIs are collected throughout the state annually whereby intermunicipal comparisons become possible. Addressees are primarily the heads of department and of the offices in charge of land-registry and surveying who can better appraise the performance of their offices by using regular comparative values." ],
